| Abstract: | The author thinks that software is a kind of product with public attribute and the reason for "piracy" on software market is that software products are still treated as private commodities in the present rewarding mechanism of the software industry. He considers that a software product-managing policy of "every citizen paying for the development of software and enjoying the use of software" should be implemented. So we should reform the present software management system and conduct public management of software. It is an unprecedented revolution in business, which is raised by Chinese according to the tenets of economics and China's national situation with a view to guaranteeing the effective supply and increasing the social production benefits of soft ware products. |
