Abstract: | A mathematical programming model and two solution methods for setting an optimal cooperation policy between autonomous service networks for dispatching purposes is presented, which can be re-examined and possibly modified by the decision-makers with minimal effort. A general model is introduced that yields a cooperating policy which is subject to "political" constraints on minimal response-time in certain subzones as well as to constrain by traditional characteristics such as the amount of available resources, network topology and station locations. The policy is defined as a set of decision rules that precisely indicates to the dispatcher what sort of cooperation takes place under any given situation. |
