Abstract:In today's global economy, wide and free access for both goods and services to - as well as local presence in - world markets is essential to compete effectively and to realize economies of scope, scale and learning which are often crucial for the firm's success. Such imperative applies not only to large, multinational companies, but increasingly to small and medium-sized enterprises as well. Various public policies have an important impact on the effectiveness of firms' market access and presence, and thus their overall performance. This is now true not only for trade policy, but also for many other domestic policies, such as those concerning investment, competition, environment, taxation and labour.
