| Abstract: | 1.The state-owned enterprises should increase their investment on technological innovations. Besides, the government should set up the supporting system for the state-owned enterprises' technological innovations. 2. The financial support should be strengthened. 3.The knowledge and talents should be respected and the property of knowledge be protected. 4. The transformation of the traditional industries must be strengthened. 5. The policy of government purchases should be implemented and the risks of the state-owned enterprises' entry to the market be reduced. 6. The state-owned enterprises should co-operate with universities, colleges and research institutes. |
