Abstract:The authors note that without reasonable assessments of program costs and benefits, policy makers cannot make rational policy decisions, and that epidemiological models often provide a foundation for policy models. When conditions are right, policy modeling can lead to better policies. Modeling has a critical role in evaluating needle-exchange effectiveness.
