Abstract:Korean experience is used to observe that importation of technology is only a starting point in national development. After long years of imitation, the country now must move to creation through innovative research and development. It must now push imitation for creation, i.e., importation of more technological items to accelerate the learning process, high-caliber technological manpower, and organizational compability. The policy issues are addressed that must be resolved to make these steps possible, to shorten the time between digestion and absorption. Developing countries must strengthen their own research and development to improve on imported technologies.
