Abstract: | The Commission has been instrumental in opening national markets for telecommunications equipment and services to competition, liberalizing procurement by public telecom operators, harmonising standards procedures and redefining anti-trust rules. 1989 directive, "television without frontiers" set the principles for the operation of TV broadcasting systems across the EU, including detailed requirements for the content and presentationof advertising, protection of children, and the contribution of independent producers. Historically, energy policy has been the motor of European integration. Energy ministers reached agreement on how to open up Europe's Ecu200bn electricity market to crossborder competition. In 1992 goals and methods were outlined for developing a common transport policy. |
