Abstract:Up to the start of the 1980's, very little analytical work had been undertaken by the government sector on trade in services, particularly so in the case of professional and business law services. Some Australian legal firms were starting to look at offshore market opportunities beyond the United Kingdom, but unlike the international development of other business services such as accounting, advertising or management consultancy, the establishment of overseas branch offices by law firms had tended to occur first in banking and financial centres as a response to client needs, rather than being driven directly by an awareness of new opportunities for trade in legal services.
