Abstract:This article deals with the role of leadership perceptions and of the intent in the Soviet Union famine of 1931-1934. Among others, dealt with are the consideration of the necessary cost of the progressive policies of industrialization and the building of socialism under the fierce class warfare's conditions, elimination of class enemies, and improvement of grain balance by reducing rural overpopulation.
