Abstract:The problem of decentralizing responsibility as in the West, is one of the greatest difficulties facing operation of African companies. Drawing on a case study done in a public enterprise in Black Africa, it is explained how common is to encounter resistance to decentralization arising out of cultural traits. The use of imported management techniques can therefore be doomed to failure unless an examination is made of why they are effective in their region of origin. It is, however, possible to find procedures enabling efficient management in a "non traditional" context if cultural aspects of the environment in which they are applied are taken into account.
