Abstract:The election of President Clinton brought high expectations in US labour policy. The President campaigned hard on the need to revitalize the American economy by creating "high skills/high wage" jobs. In Canada labour policy has also come to occupy centre stage in national politics. Both canadian and US Government face three closely interrelated policy challenges: (1) implementing a North American Free Trade Agreement (NAFTA) that contains appropriate workers' rights and environmental protections, (2) increasing investment in training, and (3) updating labour relations law and practice to promote workplace innovation and improved labour-management relations.
