Abstract:With the phasing in of the 1994 North American Free Trade Agreement, trade and investment policies in North America have moved far beyond shallow integration limited to the removal or reduction of tariff barriers on goods, into deep integration - the removal or reduction of most barriers to flows of goods, services and investments. At the same time, bilateral harmonization and coordination of other policies, such as taxation and transfer-pricing regulation , are encountering further integration, with the result that investment and market-access rules in North America are becoming regionalized.
