Abstract:The effective incorporation of information and communication technologies (ICTs) in business is not a thing that takes place homogenously or always with the same speed, in particular in the case of small and medium-sized enterprises (SMEs). Obviously, the adaptation process of these ICTs by the companies affects, and at the same time conditioned by, the economic dynamics of the regions. EU and the national and regional governments have designed programmes and policies oriented towards strengthening the effective development and application of the ICT in SMEs. These subjects are dealed with in this article and the Spanish case is taken as a point of reference.
