Abstract:This study investigates the effects of transition and of political instability on foreign direct investment (FDI) flows. It concentrates on the transition economies of Central Europe, the Baltics and the Balkans. First, the paper argues that FDI flows to transition economies unaffected by conflict and political instability exceed those that would be expected for comparable West European countries. The main finding is that the good reform performance of Central European and Baltic countries enabled them to receive several times greater inflows than those of comparable West European countries. However, in the case of Balkan counties, conflict and instability reduced FDI inflows below what one would expect for comparable West European countries. The paper draws two main conclusions. To begin with, countries affected by regional conflict suffer from significant shortfalls in FDI inflows. However, investment inflows increase quite rapidly when once these conflicts are brought to an end.
