Abstract:Since the mid-1980s the banking segment of the USA financial services industries has anticipated the arrival of new capital adequacy measures that make risk distinctions between various types of investments and lines of business. On March 15, 1989, after several years of preparation, the new international riks-based capital measurement standard was established. Among its principal objectives were to achieve greater international convergence in the measurement and assessment of capital adequacy by eliminating a source of competitive inequality between USA and foreign banks and to strengthen the capital positions of major international banking organizations. The problems in the oimplementation process of the new guidelines are also discussed.
