| Abstract: | Of the many reasons for technological coefficients to change, none has risen in prominence recently as much as government regulation. The purpose is to present a policy-cost index approach to modelling regulated technological change in an input-output framework. The major advantage of the approach is its utilization of readily available data on equipment design specifications and prices at the microlevel that corresponds to macrolevel policy goals. The usefulness of the approach is illustrated by an application to estimating the cost increases and direct and indirect price impacts of recently proposed potential acid rain control legislation. |
