Abstract:A new decision named "Improvements to the GATT Dispute Settlement Rules and Procedures" was adopted by the Uruguay Round, the operation of which, including consultation, good offices, conciliation and mediation is discussed. The right to a panel is not explicity recognised in the "Improvements". Standard term of reference shall be applied unless both Parties agree otherwise. Formation of panel, procedure for the multiple complaints, protection of third parties working procedures, adoption of panel reports, surveillance of the implementation of recommendations and arbitration are discussed. Major conceptual problems stemming from application of legal procedures in the area of world trade are seen.
