| Abstract: | The goal of borrowing foreign debt is to speed up the national economic growth. The cost of new debt should not surpass the profit of new investment. The proper scale of debt should be decided with the consideration of debt stock and debt flow. The volume of debt that should be paid and the volume of foreign exchange brought by export restrict the debt flow. So the two should be considered together. |
