| Abstract: | A recent review of manual workers for local government has been reciewed with enthusiasm in some quarters.That it is considered significant is pleasing to those involved, especially anything achieved in local government is described as unimaginative. This article is targeted on the aims of the operation, how it was conceived,the results, the changes it will cause, and considers the chances of sufficiently energetic national agreement in the domain of competitive tendering. |
