Abstract:Generally speaking, funds and economic development are interdependent. But it doesn't mean that the same input of funds in different areas would lead to the same economic growth and fund growth in these areas. For a big country, it is unwise to take the strategy of balanced regional development and facts have also proved that it was unsuccessful to do so. Therefore, moderately unbalanced regional development is encouraged in order to get more benefits from use of funds. The targets of regional financial adjustment are regional economic growth, optimisation of regional economic structure and rational allocation of regional resources. The state should consider the targets and economic disparity between regions while giving macro loans. Besides, importance should be given to checking the quality of banks' assets.
