Abstract:The paper analyzes the role of plants and equipment in explaining productivity differences among small and medium-sized manufacturing firms in East and West Germany. Although there is a high degree of heterogeneity in the two samples, East and West Germany establishments differ considerably with respect to productivity as well as in the quality of their capital equipment. East Germany establishments not only adopted computerized machinery later, they also did not use it as "intelligently" as their West German counterparts. It becomes evident that not the quality of the equipment but the implementation and use of it has a significant impact on productivity. Much of the capital equipment in East German firms can be brought up-to- date by minor adaptions and small-scale modernization not requiring large amounts of investment.
