Abstract:The policy of the government towards universities in the Netherlands can be summarized as 'steering at a distance'. To make this work, it is necessary that universities get and use the opportunity to make their own policy choices, including decisions about their own strategic organizational and personnel management. It is often said that the Ministry of Education does not actually stimulate this, for it still regulates too much. Does this mean that making policy choices at a university or (lower) a department level is impossible? This article describes the case of a department which has made some far-reaching choices. The article ends with an analysis of the conditions which made these changes in the department possible.
