Abstract:This study analyzes the extent to which local government consumption in Sweden is determined by permanent rather than current resources. Spending decisions on nondurable goods and services are to a very high degree associated with permanent resources. Most local government consumption seems to be determined by rational, forward looking decision makers. The results stands in sharp contrast to both common view that local governments do not want to act intertemporally and to the results of similar study on aggregate US data.
