Abstract: | This paper thinks that solving the problem of unemployment should be considered from reducing the supply of labour force, and expanding the scale of education, and postponing employment is an effective way of doing so. Theoretically, education can not be regarded only as a consumption or an undertaking under the full financial support of the government. Instead, it should be regarded as an industry or one of the leading industries in the post industrial society. China's colleges and universities, and secondary technical schools have an enrollment of over 1 million and 1.5 million students per year respectively. If the number of the enrolled is increased by 50% without accommodation for 3 to 4 years running, the figure will be almost equal to the total number of laid off workers. |
