| Abstract: | The most important achievement of the Nice Plenipotentiary was the creation of a Telecommunications Development Bureau (TDB). In the long term, the most vital decision was to set up a study group to investigate the ITU's structure and method of functioning. The ITU Convention was divided into a new Convention and a Constitution. Arabic, Chinese, and Russian have got the status of official languages. |
