Abstract: | After the political upheaval happened when spring was changing into summer in 1989, America applied limited rather than comprehensive sanctions against China, which have been continuously adjusted and weakened in accordance with the need of America's national interests and with China's rapid economic growth and political stability. During this period, the contact between the top officials of both countries has never stopped. However, proceeding from America's expanding exports to China and the practical interests of Sino-U.S.A. trade, the Clinton administration should remove all sanctions as soon as possible and loosen the restriction of high-tech exports to China. |
