Abstract: | This paper presents a simple model of brain drain, built upon the traditional argument of marginal productivity differences and appended by investment-in-human-capital theory. The authors argue that capital stock not only affects the marginal productivity of skilled labor but also influences the effectiveness of on-the-job training, which is an important conduit for human capital accumulation. In fact, in many fields on-the-job training is essential in attaining or perfecting the skills needed in those professions. |
