Abstract:Bad ideas never perish. They are re-bottled. Protectionism is no longer a respectable position, such have been the evident merits of liberal trade. But protectionist instincts and protectionist interests are eternal. To gain acceptance they are merely presented in different containers. At present the most respectable container for protectionism is the argument for harmonisation of minimum standards. This idea has won victories in the European Union and many wish it to win equally substantial success in the global arena.
