Abstract: | This paper considers the City of Charlotte which has implemented a balanced scorecard that communicates its mission and strategy with tangible objectives and measures. The authors state that creating a balanced scorecard develops consensus and teamwork throughout the organisation and focuses limited resources. Charlotte has learned four lessons in the journey of implementing a scorecard: 1) Developing a balanced scorecard is hard work. Identifying strategic goals, objectives and measures, requires introspection and determination; 2) Expect resistance. Change is never easy, no matter what form it takes; 3) A high-level champion is critical; 4) The process takes time and commitment. |
