Abstract: | Policy enforcement is typically delegated. Under some sorts of missions, companies compete to avoid the attention of the enforcer by competitive reductions in the extent of their non-compliance, in others the interaction encourages competitive expansions. Herein, a general model is developed that allows for the ordering of some typical classes of missions. It is found that in plausible settings 'target-driven' missions achieve the same outcome at lower cost than 'budget-driven' ones. Inspection of some fixed firm fraction is never optimal. |
