Abstract:According to the statistics in 1997, there were more than ten thousand enterprises practising annual salary system with the total volume reaching several million yuan. The new stipulation divides the annual salary of managers into basic annual salary, incremental annual salary and reward annual salary. there are several problems which need to be solved. 1. The manager market. As there is lack of manager market, the mode of producing the managers of state-owned enterprises is listed as the first factor hindering the implementation of annual salary system. 2. The standard of annual salary and its calculating method. 3. The assessing indicators which are too single. 4. The object of implementation of annual salary system. At present, only chairmen of the board of directors and general managers are the object of implementation.
