| Abstract: | 1. It is permitted to retain talents by individual contract of wage. Namely, according to the market demand- supply needs, the enterprise administration side sign a contract with labors by negotiating a price, then confirm the wage system. 2. Re-recognize reform on annual wage, and make reform of annual wage system to achieve outburst progress by carrying out the policy that combines annual wage system with layoff system. 3. "no free charge lunch"---it is the new basic point of wage reform. |
