Abstract: | Wage inflexibility is often considered to have arisen as a result of the rigid system of labor law and the existing collective agreements in Germany. Based on an empirical study this paper analyzes the impact of existing labor law and collective agreements on the flexibility of compensation systems within the German systems of industrial relations. The findings prove that companies affected by collective agreements apply more rigid pay systems and fewer performance based components. Although centralized collective agreements are identified in the study as the main obstacle for a trend towards flexible compensation systems many companies affected by collective agreements do not apply all the measures for flexible compensation that are granted by the existing collective agreements and employment relations regulations (original in German). |
