Abstract:The essential factors influencing the tertiary industry in urban area are basic economy factor, basic environment factor, controllable policy factor and labour quality factor. The coefficients of different factors decide the development level of the tertiary industry. In the cities with high, middle and low tertiary industry development levels, the relatively higher coefficient is reflected in the basic economy and basic environment factors, the controllable policy factor, and labour quality factor respectively. Among the four factors, the basic economic factor is decisive. The analysis results show that generally-speaking, if the coefficient of the basic economy factor of a city is high, the total coefficient is high and the tertiary industry development level of that city is high too.
