Abstract: | In order to combat the growing unemployment of young people under 25 years of age the French Government has taken various measures to facilitate their entry into working life. There is presented such a scheme whereby the state paid a subsidy to employers to help them finance and organise training for young jobseekers under employment contracts of varying duration. This employment-cum-training scheme, however, benefited mainly educated youngsters whose employment opportunities were above average anyway. Its failure to provide a new training medium for the most disadvantaged was probably due to choices made by the young people themselves and screening by the institutions responsible for administering the programme. |
