Abstract:Qulity circles are a positive step toward employee involvement in many organizations, but task forces, work teams, and a changed work environment should also be part of any participative management program. Quality circles are a parallel-structure approach: QC-s typically have the power only to recommend innovations, the decision making domain remains with the regular organization.
