| Abstract: | The main contents of ten countermeasures are as follows: 1. Emphasis will be placed on clarifying property relations in economic reform in order to establish a modern enterprise system characterized by clear-cut property rights, explicit powers and responsibilities, separating the functions of the government and enterprises and scientific management; 2. The state should give special support to textile industry; 3. Textile industry's drawbacks of ever-increasing decentralization in lay out and identity in structure should be tackled comprehensively; 4. Great efforts will be made to develop textile technological market. 5. The establishment of comprehensive business organization with large and medium-sized enterprises as the mainstay, and transnational enterprise groups are encouraged. |
