Abstract:Since reform and opening up, with the income distribution tilting to individuals, residents' income has increased and most of it become the deposits of banks. In 1994, for instance , residents' deposits constituted 47% of the state banks' funds. Usually the interest rate of deposits is higher than that of credits for residents' long-term deposit (three year at least) are adjusted for inflation but credits given to state-owned enterprises. So when inflation is higher than the interest rate of credit, the interest rate is a negative one. The more enterprises get credits, the more they suffer losses. For instance, from Jan. to Oct. 1995, the losses of enterprises reached as high as 79.1 billion yuan, up 32.2% over the same period, last year.
