| Abstract: | In the course of enterprise reform, some local government officials ignore oppositions from every side and sell the property right of public-owned enterprises to few people or private enterprises at an amazingly low price by force. The greatest harm of this is the artificial creation of a few rich men and the aggravation of inequality in the distribution of social wealth and polarization. It indirectly deprives the social security funds which are used to compensate employees in enterprises. It is permitted to sell the property right of public-owned enterprises to individuals, but a set of regulations and mechanism must be designed in order to make sure that the transfer of property right of public-owned enterprises is efficient and will not cause losses to public-owned property. |
