Abstract:Now that the East-West confrontation is over, president Clinton attacks his trade enemies, Japan and Europe. The weapons he uses are quotas, penal duties and boycotts. The article describes the roots and the historical development of protectionism, considers its impact on growth and world trade, and assesses the possible outcome of GATT's recent Uruguay Round. The trade policy of the American administration is analyzed. It is found that Clinton's team is dominated by hardliners. The different trade policy actions against Europe are examined; however, it is argued that Europe is only of secondary interest in the world trade war in comparison to Japan.
