Abstract: | Health care was a big issue in the presidential election. Both George Bush and Bill Clinton hailed managed competition as a solution to the health-care crisis that leaves 35 million Americans uninsured. Yet the concept of managed competition is so new - and so unrefined - that Clinton and Bush both embraced managed competition while describing two very different plans. Neither adequately addressed important questions: How will the system affect consumers? Will they receive quality, satisfactory care? Ultimately, managed competition begins to look more like preservation for insurance companies than protection for people. It will not cure the cost or access problems. Solutions, like single-payer proposals, that put the health-care system under a budget and provide consumers acces to the care they need can solve the health-care crisis. |
