| Abstract: | More than ten years ago, the European Commission's 1985 White Paper Completing the Internal Market spelled out a program and a timetable for unifying the European market. It proposed that member states abolish, by 1992, all remaining barriers to the free circulation of goods, services, persons and capital. The economic aim of the 1992 program was to institute structural changes designed to restore the capacity of the European Community (EC) to generate growth and employment, claims the author of the article. |
