Abstract:During the period of from the end of this century to the beginning of the next century, China will experience two shift, one, from extensive mode to intensive mode in economic growth and the other, from planned economy to a socialist market economy. The speed and result of these two shifts will determine the position of China in Asia and the world in the 21st century. China should make best use of key elements of production, achieve sustainable development. In the coming 15 years, China should continue to strengthen the infrastructure and basic industries with emphasis on agriculture, water conservancy, energy, communications, telecommunications, sci-tech and education. The conditions that China is able to make these two shifts a success are analysed.
