| Abstract: | This article starts by recalling the main economic features of trade in services, which sets it apart from trade in goods. It then examines how these features have been incorporated in the GATS and how the services agreement differs from the General Agreement of Tariffs and Trade (GATT), which covers trade in goods. It also reviews the achievements of the GATS in terms of liberalisation commitments. Finally, it examines, in the light of the economic nature of trade in services, the main issues which are likely to be present on the agenda of the next round of multilateral negotiations on trade in services scheduled to start no later than 1 January 2000. |
