Title:The ability of information systems development project teams to respond to business and technology changes: a study of flexibility measures

Abstract:Information systems (IS) development projects (ISDPs) involve both organizational and technical dimensions. Hence, ISDP teams have to deal with both kinds of issues. Responding to changes in both has become a critical success factor for IS development. Drawing upon the socio-technical and the capability-based perspectives and using a systematic multi-stage approach, this study identified major business and technology changes (here as: chgs.), developing measurement (hereafter as: m-t.) scales (here as: m-t-scales) of ISDP team flexibility along two dimensions: Response Extensiveness and Response Efficiency. The results of a confirmatory factor analysis using survey data from 505 ISDP managers suggested among others that the final m-t-scales exhibited adequate levels of m-t. properties incl. unidimensionality, reliability, discriminant and nomological validity, and factorial invariance. The result indicates that while the ISDP teams experienced and responded more extensively to chgs. in business than in technology, they were much less efficient in dealing with chgs. in business than in technology.
