Abstract:This paper presents the annual welfare effects of low water levels (here as: w-lvs.) on the river Rhine employing detailed trip data reported by bargemen from Jan. 2003 to Jul. 2005. There is found a considerable effect of w-lvs. on freight price per ton and load factor. However, the effect on the price per trip is close to zero. Using w-lvs. information during of almost 20 years, the average annual welfare loss due to low w-lvs. is estimated to be about EUR 28 million. In years with extremely low w-lvs., e.g. in 2003, the loss amounts to about EUR 91 million, about 13 percent of the market turnover in the part of the Rhine market considered.
