Abstract: | The 1986 U.N. special session on the situation in Africa is discussed. Results are evaluated. The work is compared with two earlier major attempts to solve the same issues. The Lagos Plan of Action is described and analyzed. The World Bank's Agenda for Action is summarized. The two programs are compared. Lessons from the U.N. special session are outlined. The importance of national support in the form of political measures and changes in economic policies is stressed. International trade investment and foreign aid must be made to resonate with the objectives of self-sufficiency and self-determination. |
