Abstract: | The strategies of industrial relocation and high-technology development (HTD) are examined. Some shortcomings of HTD are mentioned. The reasons for a third strategy - promotion of home-grown small business - are highlighted. Formal innovation center activity is described. The business incubator concept is analyzed. The Small Business Development Center (SBCD) Program, initiated in the mid-1970s, is positioned between innovation and incubation centers. Current innovation-related programs are criticized for insufficient attention to mid- to small-scale technology, the lack of adequate marketing and management skill, the exclusion of commercial development. |
