Abstract:The specific employment dynamics of small and medium sized enterprises, which is a thesis that goes back to the studies of Birch, has meanwhile become the most prominent legitimation for SME policy world wide. This also holds for Germany, where the so called "Mittelstandshypothese" is still considered to be scientifically founded, and this although critical voices especially in the USA have become considerably louder in recent years. This study proves that a sound scientific foundation is still lacking. In the case of Germany the principal witness for the "Mittelstandshypothese" is the statistics on social security contributions of employees. This principal witness though includes statistical recording peculiarities that do not permit verifying conclusions commonly drawn by literature.
