| Abstract: | (1)Be sure of the correct "degree" of publicity by mass media. (2)To ease the pressure of unemployment, "moderate inflation" shouldn't be carried out. The only way is to give a proper control of currency, reshape the finance, intensify structural adjustment and take the favorable cycle of solving employment problem by economic development. (3) Transitional policies and measures demand prompt perfection and the benefit mechanism is to be adjusted to a reasonable one. (4)Re-employment project shouldn't neglect the countryside. The fundamental way to solve the rural surplus labors is to develop rural economy and narrow the difference between urban areas and rural area. (5)"Reducing personnel" isn't the breaking-through point for "increasing effectiveners". The increase in effectivess should be triggered by technological transform. |
